Construction began for the new Mount Vernon Library Commons with a projected open date of the end of 2023. 
In the absence of formal action on the part of the County to date to formalize the transfer of the 208 Kincaid St site, Mayor Jill Boudreau provides a proposal to the county commissioners presenting the idea of including space in the new facility for county health thereby freeing up space in existing county facilities for a Law and Justice Campus as proposed in a June 2016 County facilities report

OAC along with Integrus Architecture and Lydig Construction presents its report including architectural renderings with a range of estimates from $21-36 million depending upon how the structure is built out with an estimated 20,000 sq ft for the library portion and 9600 sq ft for the community center
City hires a project management firm, OAC Services, to look at optimal means of designing and building the project, and engages an architectural firm to provide preliminary design concepts

The Library Foundation commits to raising $3 million in funds to support the interior appointments of the new facility primarily
Preliminary feasibility study of the Kincaid St site is completed confirming the site can support a facility now envisioned as 275-350 parking spaces in a multi-level deck and approx. 28,500 sq ft for the library/community center, initial soil testing confirms no pre-existing conditions which might prohibit the use of this site

Joint MV City Council and County Commissioner meeting to discuss entering into an interlocal agreement to study the feasibility of a parking structure, library and community services facility
Following an extensive review of possible sites and city-owned property coordinated by former city council member Bob Fiedler, the possibility of using a joint city and County-owned site at 208 Kincaid St emerged

2014

Foundation partially funds a Needs Assessment and Feasibility Study conducted by Berk Consulting and SKHS Architects.  Extensive citizen surveys and stakeholder meetings were held defining what a new facility might entail.  The vision was a 40,000 sq ft facility to serve a future population of 40,000 (2025 projection) at an estimated cost of $23 million
MV Library Foundation formed as a 501(c)3 non-profit to fundraise for the future new building

Sonja Beard makes a significant bequest recognizing the City’s need for a new library
Local Infrastructure Financing Tool (LIFT) award to the City for $500,000/yr for infrastructure improvements, this is a return of existing tax revenue
